On order of the Court, the motion for immediate consideration is GRANTED. The delayed application for leave to appeal the December 5, 2002 order of the Court of Appeals and the supplemental application seeking relief from the March 20, 2003 order of the Court of Appeals are considered, and they are DENIED, because we are not persuaded that the questions presented should now be reviewed by this Court. The motion for stay and the motion for counsel are also considered, and they are DENIED.
