    ¶ 18 Basic to our system of justice is the principle that a judge must be free of all taint of bias and partiality. People v. Mentzer , 2020 COA 91, ¶ 5, 487 P.3d 1236. But there is a difference between a judge who has the appearance of impropriety and a judge who has actual bias.
