On order of the Court, the applications for leave to appeal from the August 13, 1999 decisions of the Court of Appeals are considered, and they are DENIED, because we are not persuaded that the questions presented should be reviewed by this Court. The motion for immediate consideration is also considered, and it is DENIED.
