On order of the Court, the application for leave to appeal from the December 18, 2001 decision of the Court of Appeals, the motions to quash and for immediate consideration are considered. The motion for immediate consideration is DENIED. The application for leave to appeal is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court. The motion to quash is also DENIED.
