INCOMPETENTS AND DELINQUENTS, § 16action charging that child was neglected to be carried on by state's attorney. Action charging that child was neglected and dependent, being people's ease, should properly have been carried on by state's attorney of county in impartial manner, and not turned over to special prosecutor.

Writ of error to the County Court of Adams county; the Hon. S.S. GROVES, Judge, presiding.

Reversed and remanded with directions to dismiss the petition. Heard in this court at the October term, 1946;
