On order of the Court, the application for leave to appeal is from the November 17, 1998 decision of the Court of Appeals considered, and it is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court. The motion to remand and the motion to dismiss are also considered, and they are DENIED.
