On order of the Court, the delayed application for leave to appeal from the July 16, 2002 decision of the Court of Appeals is considered, and it is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court.

Cavanagh and Kelly, JJ., would remand this case to the Leelanau Circuit Court for an evidentiary hearing on whether defendant's 1983 misdemeanor conviction was obtained without counsel.
