Order denying motion to vacate certiorari order, and order directing city manager to make return, affirmed, with ten dollars costs and disbursements. No opinion. Lazansky, P.J., Rich, Hagarty and Carswell, JJ., concur; Kapper, J., dissents upon the ground that there is no statutory right of review in this court from the determination of the city manager.
