This Court, having considered the Amid Curiae States' Unopposed Motion for Extension of Time in which to file their briefs;

IT IS THEREFORE ORDERED that the Court's Scheduling Order dated March 3, 2003, is amended as follows:

All parties permitted by the Court to file amid curiae briefs shall file their briefs no later than March 24, 2003.

All other requirements of the order shall remain in place.
