ORDER

Upon consideration of the motion to expedite briefing and oral argument, which contained a request in the alternative for an order preventing the FCC from issuing service rules for the 2155-2175 MHz band, the opposition thereto, and the reply, it is.

ORDERED that the motion be denied. Appellant has not satisfied the stringent standards required for such relief.See D.C. Circuit Handbook of Practice and Internal Procedures 32-34 (2007).
