The two-year extension runs from the time that a party is placed on inquiry notice of the alleged harm. Teh-An Liu v. Cheng Tsu Wu, 267 A.D.2d 97 (N.Y.App.Div. December 14, 1999). The Second Circuit has held that, under diligence-discovery accruals, the level of notice required is only "knowledge of, or knowledge that could lead to, the basic facts of the injury."Kronisch v. United States, 150 F.3d 112, 121 (2d. Cir. 1998).
