On order of the Court, the application for leave to appeal from the July 15, 1999, decision of the Court of Appeals and the motion for immediate consideration are considered. The application is DENIED, because we are not persuaded that the questions presented should now be reviewed by this Court. The motion for immediate consideration is DENIED.
