Appeal from Superior Court, City and County of San Francisco; T. I. Fitzpatrick, Judge.

Applications by A. Lertora and Eugene Biggio for writs of mandate directed to Ray L. Riley, as State Controller, and others to compel the State Controller and State Board of Control to indemnify petitioners for the value of cattle slaughtered pursuant to Bovine Tuberculosis Law. Judgments for petitioners, and defendants appeal.

Reversed.
