On order of the Court, the motions for immediate consideration and for admission of attorneys as co-counsel for applications are GRANTED. The motion for clarification is considered, and it is GRANTED to the extent that the plaintiffs may file a reply brief by January 17, 2002. In all other respects, the motion is under ADVISEMENT.
