On February 17, 2023, Nichole C. Beckley, counsel for respondent, filed a motion to withdraw as counsel. In that motion, Ms. Beckley states that both petitioner and intervenor object to the granting of counsel's motion.

Upon due consideration of the foregoing, it is

ORDERED that, on or before March 7, 2023, petitioner and intervenor shall each file a response to respondent's motion to withdraw as counsel filed February 17, 2023.
