This Amended Decision is being filed to correct an error in the original Decision filed on May 17, 2019. On page 9, seventh line from the top, the sentence should read: The Court found that the Handbook "is not an authoritative source of information but rather a guide to a complex Retirement System" and held that the plaintiff's reliance on the Handbook was misplaced.

The remaining contents of the Decision filed on May 17, 2019 remain the same.
