By order of December 27, 2000, the application for leave to appeal was held in abeyance pending the decision in Crowe v City of Detroit (Docket No. 115983-4). On order of the Court, the decision having been issued on July 20, 2001, 465 Mich. 1 (9-25-2001), the application is again considered, and it is DENIED, because we are not persuaded that the question presented should be reviewed by this Court.
