Petition 2D12–2780 is dismissed as duplicative of petition 2D12–2578.

The petitioner's motion to consolidate is denied as moot.

The petitioner's motion for extension of time file in proceeding 2D12–2780 is denied as moot.

Respondent shall serve a response to petition 2D12–2578 within 20 days. Petitioner may serve a reply within 20 days thereafter.
