On order of the Court, the delayed application for leave to appeal from the November 2, 2001 decision of the Court of Appeals and the motion for immediate consideration are considered. The motion for immediate consideration is GRANTED. The delayed application for leave to appeal is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court.
