On December 7, 2021, the Court received from the parties in the above-docketed matter a Proposed Stipulated Decision resolving this litigation. That document was signed by Daniel Z. Nettles on behalf of respondent. Thereafter, on December 10, 2021, duplicative document were filed by Daniel Z. Nettles as both a Notice of Withdrawal of Counsel and a Motion To Withdraw as Counsel. As such, to clarify the resultant procedural ambiguity and to allow closure of the proceeding, it is
