ORDER

A. JOE FISH, United States District Judge

Plaintiff's petition for writ of mandamus to vacate collection appellate filing fee order by providing district court with an adequate account of it's procedure error as never gave notice to plaintiff's untimely notice of appeal before assessing fee is DENIED.
