MOTION AND PROCEDURAL RULING
On review of order certifying a conflict. The court determines that a conflict exists. The parties are to brief the issue as stated on page 2 of the court of appeals' July 16, 2021 entry: "Does App.R. 26(B) allow juvenile offenders to reopen their direct appeals based on claims of ineffective assistance of appellate counsel?" The conflict case is In re L.N., 6th Dist. Wood No. WD-16-043, 2017-Ohio-9062.
