Opinion

Appeal by Respondent–Mother from order entered 1 May 2015 by Judge Michelle Fletcher in District Court, Guilford County. Heard in the Court of Appeals 25 January 2016.

Mother has been incarcerated throughout the proceedings in the present case.

The Guilford County Department of Social Services merged with the Guilford County Department of Health to form the Guilford County Department of Health and Human Services in May 2014.

GALs of assistance aid parents with diminished capacity and GALs of substitution act on behalf of incompetent parents. Id.
