The intent of the framers and adopters of the Constitution which is to be given effect is that expressed in the instrument. Hockett v. State Liquor Licensing Bd., 91 Ohio St. 176; Castleberry v. Evatt, 147 Ohio St. 30. The purpose of construction is to arrive at the intent of the language used. Bowytz v. Tax Commission, aff'd. 135 Ohio St. 278. Where the language is clear there is no room for construction. The framers are held to mean what they have plainly expressed. Wilcox v. Nolze, 34 Ohio St. 520, affirming 4 O. Dec.
