The Court GRANTS plaintiffs' unopposed motion to stay briefing. The Court STAYS briefing until after the United States Court of Appeals for the Sixth Circuit issues a final decision in McNamara v. Rittman, No. 02-3965. After theMcNamara decision is issued, the Court will access whether additional briefing is needed.
