WRIT DENIED. The Medical Guidelines, La. Admin. Code Title 40, pt.l, § 2001 et seq., promulgated in June 2011, and implemented through La. R.S. 23:1203.1, are a substantive change in the law that do not apply retroactively to govern a disputed claim for compensation that was filed in July 2013, relating to an injury that occurred on January 24, 2 011.
