The order entered by the single justice on March 10, 1983, is affirmed, without prejudice to whatever (if any) rights the plaintiff or others similarly situated may have (1) to proceed before the so called Dunlop Committee (see, however, St. 1977, c. 347, § 2, at 359-360, limiting the scope of arbitration in police matters), (2) to arbitrate questions of impact which do not impinge directly or substantially on the powers of the police commissioner under the above-cited statutory provisions, or (3) under G.L.c. 150E, §§ 6, 10 ( a) and 11.
