We deny this petition for writ of certiorari, taken from the circuit court sitting in its appellate capacity. Petitioner has failed to demonstrate that the circuit court denied him procedural due process, or that it departed from the essential requirements of law in such a way as to cause a miscarriage of justice. See Haines City Community Dev. v. Heggs, 658 So.2d 523 (Fla. 1995).

CERTIORARI DENIED.
