Appellee/Cross-Appellant City of El Paso has filed a motion to reconsider the Court's October 24, 2019, stay order granting Appellant/Cross-Appellee Max Grossman's motion for emergency relief. The motion to reconsider the grant of emergency relief is DENIED. The October 24, 2019, stay order will remain in effect pending further order of this Court. A final merits decision from this Court remains pending.
