ORDERED that the Order of Dismissal for Lack of Jurisdiction entered May 3, 2023, is hereby vacated and set aside. It is further

ORDERED that the filing fee is waived. It is further

ORDERED that the Proposed Stipulated Decision is recharacterized as the parties' stipulation of settled issues. It is further

ORDERED that, on or before June 5, 2023, the parties shall file a response to this Order, attaching thereto any notice issued to petitioners upon which jurisdiction in this case would be based.
