On order of the Court, the motion to appear as amicus curiae is considered, and it is GRANTED. The application for leave to appeal from the June 9, 1999 decision of the Court of Appeals also is considered, and, pursuant to MCR 7.302(F)(1), in lieu of granting leave to appeal, we REMAND this case to the Court of Appeals for consideration as on leave granted.

Weaver, C.J., and Cavanagh and Kelly, JJ., concur in the decision to remand, but also would direct the Court of Appeals to docket the other ten appeals representing the consolidated cases decided by the Workers' Compensation Appellate Commission and would further direct the Court of Appeals not to charge a filing fee for docketing the other ten appeals.
