On order of the Court, the motion by the Attorney General for leave to file an answer as amicus curiae to the motion for reconsideration is GRANTED. The motion for reconsideration of the order of March 8, 1999 is considered, and it is DENIED because it does not appear the order was entered erroneously.
Cavanagh and Kelly, JJ., would grant reconsideration.
