The report of referee is disapproved because there is insufficient evidence of rehabilitation and the referee's finding that Andrew Arthur Bevan did not violate a court order is clearly erroneous. Particularly, the Court finds that Bevan's showing of positive action is insufficient as he has not meaningfully engaged in community or civic service.See R. Regulating Fla. Bar 3-7.10(f)(2)(H), (f)(3)(G). Bevan's Petition for Reinstatement is hereby denied.

LEWIS, C.J., and WELLS, PARIENTE, QUINCE, CANTERO, and BELL, JJ., concur.

ANSTEAD, J., dissents.
