Upon consideration, petitioner's motion for leave to amend the petitions is hereby denied.

Petitioner's November 15, 2016 motion to supplement the record is granted, and the record is supplemented to include the document which is attached to said motion.

Following review of the emergency petition for writ of prohibition and petition for writ of mandamus, and the amended response and reply thereto, it is ordered that said petitions are hereby denied.
