Upon consideration of the motion for leave for amici curiae County Commissioners' Association of Ohio, et al., to participate in oral argument scheduled for September 21, 2011, in support of the appellee, it is ordered by the court that the motion is granted and amicus curiae shall share the time allotted to the appellee.
