On August 18, 2023, the Commissioner filed a status report informing the Court that a basis of settlement had been reached, but that the Commissioner had not yet received the signed decision from Mr. Eby. The Commissioner requested 45 days by which to submit to the Court a proposed stipulated decision. Consistent with this request, it is
