Decisions Pursuant to Rule 1:28. The judgments of dismissal are vacated and the determinations of the tribunal to be replaced by a decision as to each defendant that the plaintiffs offer of proof, if properly substantiated, is sufficient to raise a legitimate question appropriate to judicial inquiry.
