This case was consolidated for trial and appeal with a companion suit, Bridges v. State of Louisiana, Department of Transportation Development, 551 So.2d 810 (La.App. 3d Cir. 1989), also decided on this date.

For reasons assigned in aforesaid case, the judgment appealed from in the instant suit is affirmed. Costs of this appeal are taxed to State of Louisiana, Department of Transportation Development.

AFFIRMED.
