MEMORANDUM ORDER

JED RAKOFF, District Judge

On February 24, 2005, the Court denied defendants' motion for summary judgment while reserving judgment on plaintiffs' cross-motion for summary judgment. See Order, 2/24/05. The Court now grants plaintiffs' motion for summary judgment. A Memorandum Order stating the reasons for this determination will follow in due course, at which point the Court will set a briefing schedule for determining damages.
