Decisions Pursuant To Rule 1:28.

The judgment of the Superior Court dismissing the claim against Broderick is reversed to the extent provided in the memorandum and order of the Appeals Court. The determination of the medical malpractice tribunal as to Broderick is to be replaced with the decision of the Appeals Court that the offer of proof presented on that limited issue, if properly substantiated, is sufficient to raise a legitimate question of liability appropriate for judicial inquiry. The judgment is otherwise affirmed.
