AMENDED DECISION
PROCACCINI , J. This Amended Decision is being filed to correct page 8, first full paragraph of the above-captioned Decision originally filed on November 18, 2013.
The third sentence of this paragraph should read as follows:
Essentially, DBR accepted a vague, poorly-framed request from a nightclub liquor license holder and seized upon that opportunity to fashion a substantial expansion of liquor sales without the approval of the legislature as required by § 3-5-13.
The remaining contents of the Decision remain the same.
