ORDER

PER CURIAM

Before the court is appellant's motion for extension of time to file its brief. The motion is granted. Accordingly, and subject to motions to extend time being granted:

• The City of Houston shall file its opening brief, limited to 15,000 words, regarding the issues raised in its appeal, by August 28, 2023. No further extensions of this deadline will be granted absent exceptional circumstances.
• Estrada and Mayer Brown shall file their combined response brief for the appeal and principal brief for their cross-appeal, limited to 30,000 words total, by October 13, 2023.
• The City of Houston shall file its combined reply brief for its appeal and response brief for the cross-appeal, limited to 22,500 words total, by December 12, 2023.
• Estrada and Mayer Brown shall file the reply brief for their cross-appeal, limited to 7,500 words, by January 31, 2024.
