On order of the Court, the application for leave to appeal from the July 10, 2001 decision of the Court of Appeals and the motion for immediate consideration are considered. The motion for immediate consideration is GRANTED. The application for leave to appeal is DENIED, because we are not persuaded that the questions presented should now be reviewed by this Court.
