OPINION AND ORDER


The Government shall notify the Court by June 8, 2005 why the petitioner's passports should not be returned to the petitioner as requested in his February 11, 2005 submission. If the Government agrees to return the passports, the Government should explain when they will be returned. If the Government objects to returning them, the Government should explain the bases and the reason for continuing to hold them.

SO ORDERED.
