Appeal, No. 522 C.D. 1977, from the Order of the Court of Common Pleas of Dauphin County in case of Capital City Lodge No. 12 of the Fraternal Order of Police v. Municipal Government of the City of Harrisburg, The Honorable Harold A. Swenson, The Honorable Leon J. Feinerman, The Honorable Paul E. Doutrich, Jr., The Honorable Marianne D. Faust, The Honorable Herbert C. Goldstein, The Honorable Miriam G. Menaker, The Honorable Leroy Robinson, Jr. and The Honorable Richard B. Stabinski, No. 3566 Equity Docket 1976.

Complaint in equity in the Court of Common Pleas of Dauphin County seeking to enjoin enforcement of municipal ordinance and for declaratory judgment. Facts stipulated. Cause submitted. Complaint dismissed. Ordinance held valid, constitutional and enforceable. Plaintiff appealed to the Commonwealth Court of Pennsylvania. Held: Affirmed.
