AFFIRMED. Parratt v. Taylor, 451 U.S. 527, 101 S.Ct. 1908, 68 L.Ed.2d 420 (1981).

This opinion, which affirms the denial of appellant's claim for administrative relief, does not prejudice appellant's right to seek relief in the courts on a tort theory.
