Summary
In Cooper v. City of Ashland, 187 F.3d 646 (9th Cir. 1999), the district court granted plaintiff Mark Cooper's motion to appoint counsel and requested counsel from a panel of volunteer attorneys. However, the selected attorney declined to represent him and no other pro bono counsel was located to accept the appointment.
