On January 11, 2024, petitioner Bruce H. Boguslav filed a motion to supplement the record and an affidavit in support of the motion. Mr. Boguslav indicates that the Commissioner objects to the motion. We will direct the Commissioner to file a written objection. Accordingly, it is
