JUDGMENT


This action is dismissed for failure to state a claim upon which relief may be granted.

IT IS SO ORDERED AND ADJUDGED.

ORDER OF DISMISSAL

On February 26, 2004, the court reviewed the complaint in this action and found that it did not state a claim upon which relief may be granted. The court described the several deficiencies in the complaint and dismissed it with leave to amend. Plaintiff was ordered to file an amended complaint no later than March 26, 2004, curing the deficiencies identified in the February 26, 2004 order. Plaintiff has not filed an amended complaint and the deadline for him to do so passed long ago. Accordingly, this action is dismissed for failure to state a claim upon which relief may be granted. The clerk shall close the file.

IT IS SO ORDERED.
