IT IS ORDERED, ADJUDGED, AND DECREED that Petitioner Robert Banks' Petition for Writ of Habeas Corpus, pursuant to 28 U.S.C. § 2241, is DISMISSED WITHOUT PREJUDICE for lack of jurisdiction.
